What brands of skin care are the best? Help! My skin is horrible and need to know what to wear!?

I read many other Questions and answers about the topic and my problem is that the last time I knew I had combination skin. My face breaks into small pieces and grains my chin all the time! When I finally left a red mark disappears, almost like a scar on his chin. So when I'm in the sunlight, even with makeup can see my past including my back still flares. It's unbearable. I used the Neutrogena acne wash from I was in high school (12 years) and I do not know if the skin changes and the need to change brands or if I should add something to my routine. I use Neutrogena Acne Wash daily and Oil of Olay moisturizer and complete it all. Should I switch to another product, add something? My boyfriend tried to let me touch my face. Sometimes I rest my chin in my hand and I know that can cause problems in the skin when you touch your face too. I want to stay away from things like expensive Arbonne because I simply can not afford!
